- Definition approach to determining allocation of emission allowances based on the activity of a production process not simply as input or output, but as a function of activity levels of different process levels Reference "European Commission. DG CLIMA. Guidance Document n°9 on the harmonized free allocation methodology for the EU-ETS post 2012 (20.9.2019). Sector-specific guidance Final version issued on 14 April 2011 and updated on 29 June 2011, 3 August 2011 and 20 December 2011"
- Comment 1) This concept was initially developed to determine the allocation to refineries (see section 36). In order to ensure a level playing field for the production of aromatics in refineries and chemical plants, the free allocation of emission allowances for aromatics should be based on the CWT approach. 2) For example: a. Naphtha Hydrotreater: CWT factor 1.10 b. Kerosene/Diesel Hydrotreater: CWT factor 0.90 The CWT factor represents the average CO 2 emission intensity per tonne of throughput/product. Factors are common to all refineries.
