It shall be the duty of an employer of divers to secure that arrangements are made whereby, by the use of a suitably fast means of transport, at all times while diving operations with which he is concerned are being carried out, emergency services are available at the location of the operations in the event of an emergency which threatens the safety, health or welfare of any diver.
