    Comment The ultimate aim of diplomatic engagement is to modify the policies and behaviour of the other party through diplomatic rather than military means. This depends to a significant degree on positive incentives.It does not preclude the simultaneous use of other foreign-policy instruments such as sanctions or military force: in practice, there is often considerable overlap of strategies.
