    Comment Cette stratégie doit:- exposer la vision d'avenir du secteur des transports maritimes internationaux;- fixer des niveaux d'ambition pour la réduction des émissions de gaz à effet de serre et définir des principes directeurs en la matière;- prévoir des mesures envisageables à court, moyen et long terme, accompagnées de calendriers éventuels et de leurs incidences sur les États;- identifier des obstacles et des mesures d'appui concernant notamment le renforcement des capacités, la coopération technique et la recherche et le développement.
