- Comment "1. The terms ""sovereign debt"" and ""government debt"" (see IATE:1104572) are sometimes used interchangeably (for example, see Context quote 1 below). However, the term ""sovereign debt"" most often reflects the view of the market and refers to the debt instruments (i.e. bonds, etc.) issued, whereas the terms government debt and public debt look at the debt from the standpoint of the debtor (i.e. the country in question). 2.
