A study-related territorial concept based on the Commission's breakdown of the Community's territory (as part of the Europe 2000 programme) into large areas which have been the subject of transregional forward studies. This breakdown has no legal force whatsoever. It is based on geographical considerations (shared geographical features) and the scope which areas offer for action (suitability for cooperation projects).

- Nóta Ces régions représentent quelque 30 % du territoire de l'Union et seulement 16 % de sa population. Il est cependant difficile d'énumérer les régions qui en font déjà partie car deux définitions de nature différente continuent de se chevaucher :Une définition territoriale à des fins d'étude qui découle du découpage effectué par la Commission dans le cadre du programme Europe 2000, du territoire communautaire en grandes zones pour lesquelles ont été effectuées les études prospectives transrégionales. Ce découpage n'a absolument rien de normatif. Il découle à la fois de considérations géographiques (une certaine homogénéité de situations) et de virtualités d'actions (territoire propice à des coopérations). Il traduit aussi une considération pratique : l'impossibilité d'étudier en détail et en un seul bloc le territoire communautaire de manière prospective. Il faut noter que les îles et territoires d'outre-mer (Açores, îles Canaries, Madère, Guadeloupe, Martinique, Guyane) ont été inclus dans ce découpage.Une définition territoriale à des fins de coopération, découlant d'une volonté politique. La Commission de l'Arc atlantique est une des quatre Commissions de la Conférence des Régions Périphériques Maritimes. Il s'agit donc d'une Commission politique, composée d'autorités régionales qui ont pris la décision d'y adhérer. Le territoire concerné n'est pas fixe, puisque le nombre de régions adhérentes s'est progressivement accru depuis la création de cette Commission. C'est cette Commission qui met en oeuvre les programmes de coopération interrégionale, dont le programme Atlantis.
