    Comment "The Hungarian capital city of Budapest has a specific dual self-government system. Budapest Municipality has both municipal and county competences. The Municipality is further divided into 23 districts (Budapest is the only municipality in Hungary divided into districts). Each district has its own government, with elected mayors and a body of representatives. There is no hierarchical relationship between municipal and the district governments, both are local governments with their own competences set out by law. Local government tasks are generally implemented by the district governments while tasks related to multiple districts or the city as a whole are undertaken by Budapest Municipality.The Budapest Municipal body of representatives is called the General Assembly."
