    Comment "Prior to the entry into force of the Treaty of Lisbon on 1 December 2009, the college consisted of one national of each EU Member State. The Commission appointed between that date and 31 October 2014 also consists of one national of each Member State, including its President and the High Representative of the Union for Foreign Affairs and Security Policy, who is one of its Vice-Presidents. From 1 November 2014, the number of Commission members will correspond to two thirds of the number of Member States, chosen on the basis of a system (to be established by the European Council) of equal rotation between the Member States. The Commission's term of office is five years. Members are chosen on the ground of their general competence and European commitment from persons whose independence is beyond doubt. In carrying out its responsibilities, the Commission is completely independent. Its members are permitted neither to seek nor to take instructions from any Government or other institution, body, office or entity, except insofar as the High Representative is required to carry out the Union's common foreign and security policy and its common security and defence policy as mandated by the Council. Commission members are required to refrain from any action incompatible with their duties or the performance of their tasks. The President is elected by the European Parliament, acting on a proposal from the European Council. If the proposed candidate does not obtain the required majority, the European Council must propose a new candidate. The Council, by common accord with the President-elect, then selects the other members of the Commission, on the basis of suggestions made by Member States. The Commission thus selected is subject as a body to a vote of consent by the European Parliament, and is then appointed by the European Council. The Commission, as a body, is responsible to the European Parliament. If the European Parliament adopts a motion of censure of the Commission, its members must resign as a body, including the High Representative of the Union for Foreign Affairs and Security Policy."
