    Comment The first 23 points were endorsed in 2003 by representatives from 16 donor governments and the European Commission, the OECD, the International Red Cross and Red Crescent Movement and various NGOS and academic institutions, at a meeting that saw the creation of the Good Humantarian Donorship Initiative. The twenty-fourth point was adopted in 2018 by members of the GHD Initiative.
