- Definition UNOCA (renamed UNOCHA in 1993) was created in 1988 , in the wake of the Geneva Accords that would lead, the following year, to the withdrawal of Soviet troops after a decade of foreign military presence in Afghanistan. Experience of UN coordination gained in Afghanistan and later in the Persian Gulf region served in shaping an overall United Nations humanitarian coordination service in the form of the Department for Humanitarian Affairs (DHA) in 1991, and its successor department, OCHA. By the end of October 2002, UNOCHA had folded and been incorporated into UNAMA (United Nations Assistance Mission in Afghanistan).
