    Comment A Critical Medicines Act, which should take the form of an EU regulation, would provide an overarching regulatory framework for the following: 1) a legislative framework setting out the process for choosing which APIs are to be reshored in Europe; 2) a financing mechanism to develop industrial infrastructure for producing APIs and finished medicines in Europe (R & D, investment in infrastructure and technology and operating costs during the financing period); 3) relevant EU guidelines on pricing in the European market for finished products, and on reimbursement so that APIs and finished medicines produced in Europe can be competitive.
