- Comment A storage device within a demand facility or closed distribution network operating in electricity consumption mode is considered to be a demand unit. A hydro pump-storage unit with both generating and pumping operation mode is excluded. If there is more than one unit consuming power within a demand facility, that cannot be operated independently from each other or can reasonably be considered in a combined way, then each of the combinations of these units shall be considered as one demand unit.
