Comment The meaning of the term differs from country to country. In the United States, for instance, it describes an arrangement in which all or nearly all elected representatives belong to one of the two major parties and third parties rarely win any seats in the legislature. In contrast, in the United Kingdom and Australia, it indicates a system where two major parties dominate elections but in which there are viable third parties that do win seats in the legislature.
