Such pledges are made by some Member States under the notion of ""people's solidarity"" and the Commission would recommend an ""annual relocation target"" under a new 'Annual Migration Management Report' (abbreviated to 'Annual Report' in the background document - see Context Reference). If the relevant Member States failed to fulfil their relocation pledges they could consider cancelling a corresponding ('proportional') number of Dublin transfers to Member States experiencing particular migration pressure or an emergency situation ('crisis'). Such cancelled transfers should be in addition to any relocation pledges, financial pledges or 'other' solidarity pledges the Member States in question had made."

- Comment Les États membres qui sont soumis à une pression/crise particulière auraient ainsi la possibilité de bénéficier également d'une réduction correspondante des dossiers Dublin au titre des règles de Dublin dont ils seraient autrement responsables. La responsabilité s'en trouverait transférée aux États membres participant à la solidarité. Dans ce scénario, tous les États membres concernés pourraient envisager d'assumer la responsabilité et d'annuler un nombre proportionnel de transferts Dublin vers des États membres soumis à une pression/une crise particulière, en plus de leurs engagements de relocalisation, engagements financiers ou engagements au titre d'autres formes de solidarité.
