    Definition "La théorie de la déliquescence de l'État (State failure), définie notamment par Robert I. Rotberg, distingue plusieurs phases dans la perte de contrôle de l'État sur son territoire et dans l'incapacité à assumer les fonctions essentielles (sécurité, éducation, santé, services publics) qui lui incombent. Un État est d'abord affaibli (""weak State"") par différents facteurs (politiques, économiques, identitaires, religieux, etc.), situation pouvant évoluer vers une perte de contrôle ou de légitimité de l'État, qui entre alors en déliquescence (""failing/failed State"") et peut aller jusqu'à sa désintégration (""collapsed"" State)."
