    Comment 1. direction and approach taken by a governing administration to address (illicit) drug issues, encompassing the entire system of laws, regulatory measures, courses of action and funding priorities concerning (illicit) drugs put into effect by a government or its representatives2. In recent years there has a move away in drugs policy from a predominantly critical stance towards a more balanced view, with the repressive aspect (fighting criminality) and the health aspect (prevention and cure for people who use drugs) given a more equal emphasis. This is also reflected in language usage, for example a preference for the more neutral term 'drugs policy' over 'anti-drugs policy'.

    Comment Initialement, la politique en matière de drogue portait principalement sur des mesures répressives. On parlait alors de politique de lutte contre la drogue ou de politique antidrogue. On assiste depuis plusieurs années à une évolution de cette politique qui accorde une place de plus en plus importante à la dimension sociale de ce phénomème et aux mesures de prévention. Pour marquer cette évolution et insister sur cette approche plus globale, on parle aujourd'hui souvent de «politique en matière de drogue».
