    Comment 1) There are two kinds of leg rings: open and closed. An open ring can be attached any time, but can also be removed, and therefore cannot be recognized as an official identification means from a legal point of view. Open rings are usually used as guarantee rings and are not particularly useful. Another disadvantage of an open ring is that, if attached when the bird has already reached adulthood, the bird may not get used to it. A closed ring is attached when the bird is still a small chick and, after a few days, can no longer be removed without special cutters. 2) Article 76(1)(a) of internal document SANTE-2019-80294-03-00 refers to leg rings specifically in the context of psittacidae and specifies that the ring must have a 'visible, legible and indelible display of the identification code of the animal'.
