    Comment Article 14 Principle of authorisation 1. The taking-up of the business of direct insurance or reinsurance covered by this Directive shall be subject to prior authorisation. 2. The authorisation referred to in paragraph 1 shall be sought from the supervisory authorities of the home Member State by the following: (a) any undertaking which is establishing its head office within the territory of that Member State; or (b) any insurance undertaking which, having received an authorisation pursuant to paragraph 1, wishes to extend its business to an entire insurance class or to insurance classes other than those already authorised.

    Comment Article 14 Principe d’agrément 1. L’accès aux activités d’assurance directe ou de réassurance relevant de la présente directive est subordonné à l’octroi d’un agrément préalable. 2. L’agrément visé au paragraphe 1 est sollicité auprès des autorités de contrôle de l’État membre d’origine par les entités suivantes: a) toute entreprise qui établit son siège social sur le territoire de cet État membre; ou b) toute entreprise d’assurance qui, après avoir reçu un agrément conformément au paragraphe 1, souhaite étendre ses activités à une branche d’assurance entière ou à d’autres branches d’assurance que celles pour lesquelles elle est déjà agréée.
