    Comment Il peut même y avoir une installation d'affaires lorsque aucun local n'est disponible ni nécessaire pour l'exercice des activités de l'entreprise et que celle-ci dispose simplement d'un certain emplacement. Il importe peu que l'entreprise soit ou non propriétaire ou locataire du local, du matériel ou de l'installation ou qu'elle l'ait d'une autre manière à sa disposition. Comme l'installation d'affaires doit être fixe, il s'ensuit aussi qu'un établissement stable n'est censé exister que si l'installation d'affaires a un certain degré de permanence, c'est-à-dire si elle n'a pas un caractère purement temporaire. Une installation fixe d'affaires est un lieu pour l'exercice d'une activité professionnelle, mais pas nécessairement le siège principal. Souvent de caractère auxiliaire ou préparatoire par rapport à l'activité principale de l'entreprise. (Cf. modèle de convention OCDE concernant le revenu et la fortune)
