    Comment Le programme est prévu pour la période 2005-2008. Il prend la suite du plan d'action "Safer Internet" (2002-2005) qui visait à encourager la mise en place d'un environnement favorable au développement de l'industrie liée à Internet en promouvant une utilisation sûre d'Internet et en luttant contre le contenu illégal et préjudiciable. Le nouveau programme voit son champ d'application élargi aux nouveaux médias (supports vidéos par exemple) et est explicitement conçu pour combattre le racisme et les communications électroniques commerciales non sollicitées.
