    Comment The concept of “green recovery” appeared already in the context of fiscal stimulus packages implemented in response to the 2008 economic and financial crisis. The idea that environmental policies and increased competitiveness are not mutually exclusive, but can indeed strengthen one another was also enshrined in the Europe 2020 strategy from 2010, aimed at helping Europe to recover from the worldwide economic and financial crisis.The post-COVID-19 green recovery plan was outlined in the Commission Communication Europe's moment: Repair and Prepare for the Next Generation from May 2020 and is articulated mainly around the following elements: the building renovation wave, renewable energy and clean hydrogen, and clean mobility - sustainable vehicles and vessels as well as alternative fuels.
