    Comment The "Treaty establishing a constitution for Europe" was adopted by the Heads of State and Government at the Brussels European Council on 17 and 18 June 2004 and signed in Rome on 29 October 2004, but it was never ratified, owing to it being voted down in the referendums organised in France and the Netherlands. The Constitution was replaced by the Treaty of Lisbon [IATE:2242386], which was signed on 13 December 2007 in Lisbon, but which has yet to be ratified. (17.12.2007)

    Comment Le traité et l'acte final ont été signés le 29.10.2004 à Rome par les 25 États membres de l'UE. Les pays candidats, la Turquie, la Bulgarie et la Roumanie ont signé l'acte final. La Croatie a assisté à la cérémonie. Après la signature s'est ouvert le processus de ratification dans les 25 États membres selon leurs règles constitutionnelles respectives (approbation parlementaire et/ou référendum). Ce texte, contre lequel les Français et les Néerlandais se sont prononcés par référendum, a été abandonné en 2007 au profit d'un projet de traité [IATE:2242386 ] modifiant le traité sur l'Union européenne [IATE:865789] et le traité instituant la Communauté européenne [IATE:880228 ].
