Elle doit être intégrée au processus d’élaboration du projet ou du plan/schéma/programme tout au long de son déroulement. Elle rend compte des effets prévisibles et permet d’analyser et de justifier les choix retenus au regard des enjeux environnementaux et de santé identifiés.Le principe et les objectifs de l’évaluation environnementale sont définis par la directive 2001/42/CE du 27 juin 2001 relative à l’évaluation des incidences de certains plans et programmes sur l’environnement et la directive 2011/92/UE du 13 décembre 2011 relative à l’évaluation des incidences de certains projets publics et privés sur l’environnement.
