Er soll ähnlich den UN-Sicherheitsrat im Rahmen der Konfliktprävention die Sicherheit überwachen, ein begrenztes Recht auf Einmischung bei Verbrechen gegen die Menschlichkeit, bei Kriegsverbrechen oder Völkermord erhalten und Frieden und Stabilität gegebenenfalls durch Friedenstruppen wieder herstellen. Von den mindestens 27 notwendigen Ratifizierungsurkunden zur Umsetzung des entsprechenden Protokolls wurden bis Anfang Juli 2003 jedoch erst 14 bei der AU hinterlegt. Reference ---
