    Definition L’IESUE a été créé par l'action commune 2001/554/PESC. Il a le statut d’une agence autonome relevant du deuxième pilier de l’Union. Indépendant dans ses statuts et ses travaux, l’IESUE ne représente ni ne défend aucun intérêt national particulier. Son objectif est de contribuer à la formation d’une culture européenne commune en matière de sécurité, d’enrichir le débat stratégique et de promouvoir systématiquement l'intérêt général de l'Union.
