    Comment NB: according to information received in September 2018 from a Commission expert, the adjective 'voluntary' refers to 'partnership' and not to 'agreement'. Once agreed, the FLEGT voluntary partnership agreements include commitments and action from both parties to halt trade in illegal timber, notably with a licensing scheme at the partner country and the issuance of FLEGT licences that certify the legality of timber exported to the EU. While parties enter into a VPA voluntarily, the agreement becomes legally binding when both parties have ratified it.
