—Whenever a Shareholding Bank is for any reason temporarily unable to comply with the provisions of this Act in relation to the issue to it of consolidated bank notes or the having such notes outstanding and also whenever a Shareholding Bank has outstanding the whole of its quota and temporarily requires a further issue of consolidated bank notes, the Commission may if it so thinks fit by unanimous vote and with the consent of the Minister make to such Bank an extraordinary issue of consolidated bank notes but such extraordinary issue shall be subject to the conditions imposed in regard thereto by this Act and also to the condition that the Commission may in addition to its powers under any other section of this Act, require such bank to give or provide to the Commission such security as the Commission shall direct and also to the limitations that such extraordinary issue shall not continue for more than twelve months and may be terminated by the Commission at any time during such twelve months and that the amount of consolidated bank notes outstanding at any one time on such extraordinary issue shall not exceed the amount at that time of the accumulated profits in excess of capital of such Bank.

(3) Where damages are recovered in a civil action against a person who was convicted of an offence under the next preceding section of this Act in respect of injury to person or property caused by the negligent driving on the occasion on which such offence was committed of the mechanically propelled vehicle in relation to which such offence was committed, the Court before whom such damages are so recovered may if the damages are not paid within fourteen days or such longer period as the Court may determine (unless the person by whom such damages were so recovered is one of the excluded persons as defined in this section) order that the person against whom such damages were so recovered be forthwith taken into custody and be imprisoned for whichever of the following periods shall be the shorter, that is to say, until the expiration of six months from such taking into custody or until such person pays the amount of such damages to the person by whom they were so recovered and lodges in Court by way of security for the payment of the costs recovered by such last-mentioned person in such action such sum (if any) as the Court shall fix.

—(1) All fines imposed on jurors under this Apt shall be re covered in the same manner as fines imposed by the District Court are for the time being recoverable and all enactments for the time being in force in relation to the recovery of fines imposed by the District Court shall apply to the recovery of fines imposed on jurors under this Act with the substitution of the Court by which such fines are imposed for the District Court, and all such fines when recovered shall be paid into the Exchequer.

(6) Whenever an issue of debentures is made under this section by an agricultural co-operative society, the authorised lender to whom such debentures are issued shall, within twenty one days after the issue thereof, apply in the prescribed form and manner to the Minister for the registration of such issue in the register, and if such authorised lender fails so to apply for such registration every debenture comprised in such issue shall, upon the expiration of the said period of twenty-one days, become and be null and void.

Where no harmonised standards exist or where relevant harmonised standards are not sufficient, or where there is a need to address public health concerns, the Commission, after having consulted the MDCG, may, by means of implementing acts, adopt common specifications (CS) in respect of the general safety and performance requirements set out in Annex I, the technical documentation set out in Annexes II and III, the performance evaluation and PMPF set out in Annex XIII or the requirements regarding performance studies set out in Annex XIII.

—Nothing contained in the Principal Act shall from and after the 4th day of May, 1926, render recoverable by a tenant any moneys which in the case of premises used for business, trade, or professional purposes or for the public services to which the Principal Act, by virtue of section 17 thereof applies, were prior to the 22nd day of June, 1923, irrecoverable by the tenant, or in the case of other premises to which the Principal Act applies were prior to the 24th day of June, 1923, irrecoverable by the tenant.

—The powers conferred on the Minister for Finance by the Land Act, 1923 , and the Land Bond Act, 1925 , to create and issue bonds for the purposes of the Land Act, 1923 , shall be extended so as to include power to create and issue bonds for any of the purposes of this Act and the provisions of the Land Act, 1923 , and the Land Bond Act, 1925 , shall apply to land bonds created and issued by the Minister for Finance for the purposes of this Act as if they were bonds created and issued for the purposes of the Land Act, 1923 .

—(1) When and so soon as the Commission is in a position to issue consolidated bank notes the Commission shall by notice in writing sent to every Shareholding Bank and published in the Iris Oifigiúil appoint a day (in this section referred to as the appointed day) on which it will commence the issue of consolidated bank notes in accordance with this Act and the day so appointed shall not be less than fourteen days after the sending and publication of the said notice and shall not be earlier than the day appointed under this Act for the commencement of the issue of legal tender notes.

—(1) The Minister may, at the request of the Government of a country to which the Safety Convention applies, issue a general safety certificate, a short voyage safety certificate or a wireless telegraphy certificate in respect of a ship of that country if he is satisfied in like manner as in the case of a Saorstát Eireann ship that he can properly issue the certificate, and, where a certificate is issued at such a request, it shall contain a statement that it has been so issued.

(4) The Minister may request the Government of a country to which the Load Line Convention applies to issue a Load Line Convention certificate in respect of a Load Line Convention ship registered in Saorstát Eireann and a certificate issued in pursuance of such a request and containing a statement that it has been so issued shall have effect for the purpose of this Part of this Act as if it had been issued by the Minister.

(2) Where purchase money is, under this section, payable by means of an issue of land bonds created under this Act, such land bonds shall, as between the vendor to whom they are issued and the Land Commission, be accepted by such vendor as the equivalent of the corresponding amount of purchase money, and any person having power to sell under the Land Purchase Acts may, although he is not an absolute owner, enter into a subsequent purchase agreement notwithstanding that the purchase money is, under this section, to be paid in land bonds created and issued under this Act instead of cash.

(3) Where a weekly contribution paid by the employer of an insured person on behalf of such insured person is recoverable from such insured person, but is not recoverable by means of deductions as aforesaid, it shall (without prejudice to any other means of recovery) be recoverable as a simple contract debt in a court of competent jurisdiction but no such weekly contribution shall be recoverable unless proceedings for the purpose are instituted within three months from the date when the contribution was payable.

( b ) (i) there is known to the Minister, by virtue of the performance of his functions under this Act or otherwise, any fact or matter regarding an offshore installation which is or has at any time been an offshore installation to which this Act applies or any matter, thing or practice on or in such an offshore installation or connected with the control or management of any such offshore installation, or
