Ba cheart rochtain chomhionann agus deiseanna comhionanna do chách a áirithiú agus ba cheart an bhochtaineacht agus an t-eisiamh sóisialta a laghdú, go háirithe i gcás leanaí, daoine faoi mhíchumais agus na Romaigh, go háirithe trí fheidhmiú éifeachtach na margaí saothair agus córais chosanta sóisialta leordhóthanacha agus cuimsitheacha a áirithiú, mar a leagtar amach sa Mholadh ón gComhairle an 8 Samhain 2019 agus sa Mholadh ón gComhairle an 30 Eanáir 2023 maidir le hioncam íosta leordhóthanach lena n-áirithítear cuimsiú gníomhach, agus trí dheireadh a chur le bacainní ar oideachas, oiliúint, foghlaim ar feadh an tsaoil agus rannpháirtíocht i margadh an tsaothair a bheidh cuimsitheach agus dírithe ar an todhchaí, lena n-áirítear trí infheistíochtaí in oideachas agus i gcúram na luath-óige, i gcomhréir leis an Ráthaíocht Eorpach do Leanaí agus leis an Moladh ón gComhairle maidir le hoideachas agus cúram na luath-óige: (‘spriocanna Barcelona do 2030’), agus infheistíochtaí i scileanna digiteacha agus glasa, i gcomhréir leis an bPlean Gníomhaíochta don Oideachas Digiteach, leis an Moladh ón gComhairle maidir le foghlaim don aistriú glas agus don fhorbairt inbhuanaithe, an Moladh ón gComhairle maidir le Conairí i dtreo na Rathúlachta Scoile.
Equal access and opportunities for all should be ensured and poverty and social exclusion, in particular that of children, persons with disabilities and the Roma people, should be reduced, in particular by ensuring an effective functioning of labour markets and adequate and inclusive social protection systems, as set out in the Council Recommendation of 8 November 2019 and the Council Recommendation of 30 January 2023 on adequate minimum income ensuring active inclusion, and by removing barriers to inclusive and future-oriented education, training, lifelong learning and labour-market participation, including through investments in early childhood education and care, in line with the European Child Guarantee and the Council Recommendation on early childhood education and care (the ‘Barcelona targets for 2030’), and investments in digital and green skills, in line with the Digital Education Action Plan, the Council Recommendation on learning for the green transition and sustainable development and the Council Recommendation on Pathways for School Success.
