- Comment The achievement of a "carbon-free economy" is only possible in the very long term, so this concept should be seen as equivalent to a "carbon-neutral economy" - i.e. any greenhouse gas emissions above zero within the economy are offset (no net emission of GHGs). NB: in a "low-carbon economy" ( IATE:2230975 ) a low level of greenhouse gas emissions is permitted and are not off-set, so this term should not be confused with a "carbon-free economy".
