Liés par des accords contraignants, les pays ou les fondations acceptent de souscrire un engagement financier destiné à subventionner le prix d’achat des vaccins futurs pendant un certain laps de temps, et les fabricants de vaccins acceptent de respecter les critères déterminés pour l’efficacité des vaccins et de les fournir à un prix abordable.
