La division d’Arusha exerce certaines fonctions auparavant assumées par le TPIR et la division de La Haye exerce certaines fonctions auparavant assumées par le TPIY.Dans les premières années qui ont suivi sa création, le Mécanisme a fonctionné en parallèle avec le TPIR et le TPIY. Après la fermeture du TPIR (le 31 décembre 2015) et du TPIY (le 31 décembre 2017), le Mécanisme a continué à fonctionner comme institution autonome.
