- Comment A Swedish model. The idea of taxing leverage, and thereby implicitly the potentially risky re-financing of banks via debt instruments, has already been put forward by the Swedish government in October 2009. The fee is levied on certain balance sheet positions on a consolidated basis in order to reduce leverage and therefore possibly also bank size.
