    Comment 'Early childhood education' is classified as level 0 in the 2011 ISCED. There are two categories of ISCED level 0 programmes: early childhood educational development and pre-primary education [ IATE:800147 ]. The former has educational content designed for younger children (in the age range of 0 to 2 years), whilst the latter is typically designed for children from age 3 years to the start of primary education.
