    Comment "The Eurovignette Directive sets common rules on distance-related tolls and time-based user charges ( vignettes [ IATE:1737966 ]) for HGVs using certain roads. Its main objective is to ensure that road usage better reflects its true impact on society and the environment at large by introducing a 'user pays' and a 'polluter pays' principle. It also aims to shift freight away from roads onto other modes of transport such as rail and waterways. The original Directive has since been amended by two further directives: - Directive 2006/38/EC amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures, CELEX:32006L0038/EN - Directive 2011/76/EU amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures, CELEX:32011L0076/EN These amendments have included extending the Directive to include vehicles with a maximum permissible laden weight over 3.5 tonnes (originally the threshold was 12 tonnes), allowing tolls to be varied according to environmental or traffic management objectives, and allo wing external cost charges relating to traffic-based air-pollution and noise to be applied.
