- Comment The fiscal compact is the fiscal chapter (Title III) of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union IATE:3541036 . It binds 22 Member States: the 19 Member States of the Eurozone plus Bulgaria, Denmark and Romania who have chosen to opt-in. NB: The New Shorter Oxford English Dictionary defines a "compact" as an "agreement or contract made between two or more parties". The word "compact" is probably used instead of "agreement" or other alternatives in order to distinguish the legal status or form it is to take from the more current types of agreement.

- Comment Les principaux éléments du pacte budgétaire comportent l'exigence que les budgets nationaux soient à l'équilibre ou en excédent (le déficit structurel ne doit pas excéder 0,5 % du PIB nominal) ainsi que l'introduction de cette règle dans les systèmes juridiques nationaux des États membres (au niveau constitutionnel ou équivalent). L'objectif de ce pacte est de restaurer la crédibilité des États membres de la zone euro sur les marchés.
