Chun an reachtaíocht maidir le cineálcheadú a shimpliú i gcomhréir leis na moltaí i dtuarascáil CARS 21, is iomchuí gach Treoir ar leithligh a aisghairm gan an leibhéal cosanta a laghdú.
In order to simplify the type-approval legislation in line with the recommendations of CARS 21, it is appropriate to repeal all separate Directives without reducing the level of protection.

In order to simplify the type-approval legislation in line with the recommendations of the report published by the Commission in 2006 entitled "CARS 21:
(7) Tá sé ráite ag an nGrúpa Ard-Leibhéil CARS 21 ina thuarascáil dheiridh gur cheart "gach dícheall i ndáil le méadú ar chomhchuibhiú idirnáisiúnta na rialachán mótarfheithicle a chothabháil i gcás inar cuí, d’fhonn na príomh-mhargaí feithiclí a chuimsiú agus an comhchuibheas a leathnú go dtí réimsí nach bhfuil cumhdaithe go dtí seo, faoi chuimsiú Chomhaontú 1958 agus Chomhaontú 1998 an UNECE go háirithe".
(7) The CARS 21 High Level Group stated in its final report that "efforts with a view to increasing international harmonisation of motor vehicle regulations should be maintained where appropriate, with a view to involve the key vehicle markets and to extend harmonisation to areas not yet covered, notably both in the framework of the 1958 and the 1998 Agreements of the UNECE".

(6) In its Communications of 7 February 2007 entitled "Results of the review of the Community Strategy to reduce CO2 emissions from passenger cars and light-commercial vehicles" and "A Competitive Automotive Regulatory Framework for the 21st Century (CARS 21)", the Commission underlined that the Community objective of average emissions for the new passenger car fleet of 120 g CO2/km would not be met by 2012 in the absence of additional measures.
