Le haghaidh eachtrannach, áit a sáraíonn éadáil réadmhaoine dochorraithe an méid is gá chun áitribh a thógáil do theach nó dhíon gairmiúil, nó má sháraíonn sé ar bhealach eile méid dhá donum (2,676 m cearnach), ní mór go mbeadh aon chead arna dheonú ag Comhairle na nAirí faoi réir na dtéarmaí, na dteorainneacha, na gcoinníollacha agus na gcritéar atá socraithe ag Rialacháin arna ndéanamh ag Comhairle na nAirí agus arna bhfaomhadh ag Teach na nIonadaithe.
For foreigners, where the acquisition of immovable property exceeds the extent necessary for the erection of a premises for a house or professional roof, or otherwise exceeds the extent of two donums (2,676 square meter), any permit granted by the Council of Ministers shall be subject to such terms, limitations, conditions and criteria which are set by Regulations made by the Council of Ministers and approved by the House of Representatives.

The Council of Ministers may refuse to grant an authorisation to an entity which is effectively controlled by the United Kingdom or by a national of the United Kingdom, if the United Kingdom does not grant entities of the Republic or entities of Member States as regards access to and exercise of the activities of prospecting, exploring for and exploiting hydrocarbons, treatment comparable to that which the Republic or Member State grants entities from the United Kingdom (ISIC Rev 3.1 1110).
Daoine nádúrtha eachtrannacha a bhfuil buanchónaí orthu thar lear, agus daoine dlítheanacha eachtrannacha ina n-áirithítear tromlach i nglacadh cinntí de bharr rannpháirtíocht eachtrannach nó ina gcuirtear bac ar chinntí a ghlacadh dá barr, féadfaidh siad cearta réadmhaoine a éadáil i limistéir gheografacha shonracha arna n-ainmniú ag Comhairle na nAirí, faoi réir cead a fháil.
Foreign natural persons with permanent residence abroad, foreign legal persons in which foreign participation ensures a majority in adopting decisions or blocks the adoption of decisions, can acquire real estate property rights in specific geographic regions designated by the Council of Ministers subject to permission.

In this regard, the Council of Ministers annually determines the duration, procedures and principles of the programme and the Treasury transfers the remaining amount of the interest payment, corresponding to the discounted interest rate, to Ziraat Bankasi.

Article 4(5) deals with the possibility of less than 50 % of the shares of the Bank being publicly held: ‘In case the percentage of publicly held shares of the Bank falls below 50 %, activities of the Bank regarding the offering of credit facilities to tradesmen and merchants as well as small and medium sized industrial enterprises shall continue in accordance with the methods and principles that shall be determined by the Council of Ministers’..

Welcomes the cross-border initiatives in the area of counterterrorism, namely those with the countries in the Western Balkans and countries in the Middle East and North Africa (MENA) and Turkey; notes especially the ECTC meetings organised by the Commission’s Directorate-General for Migration and Home Affairs with all Western Balkan partners to discuss the progress and the report on the implementation of the joint action plan on counterterrorism for the Western Balkans; notes the ECTC attendance at several workshops, conferences and meetings organised by the delegations from the European External Action Service in the MENA region, the Arab Interior Ministers’ Council and the Counter Terrorism MENA Project; encourages the Agency to continue cross-border cooperation with third countries in the area of counterterrorism;
