In exercise of the powers conferred by Section 27 of The Racing Board and Racecourses Act, 1945 (No. 16 of 1945) as amended by Section 3 of The Racing Board and Racecourses (Amendment) Act, 1975 (No. 11 of 1975), and the Agriculture (Delegation of Ministerial Functions) (No. 2) Order, 1980 ( S.I. No. 80 of 1980 ), the Racing Board with the consent of Lorcan Allen, Minister of State at the Department of Agriculture, hereby make the following Regulations:

—(1) There shall, by virtue of this section, be established on the establishment date a board to be styled and known as the Racing Board to fulfil the functions assigned to it by this Act.

(2) ( a ) (i) The Racing Board shall, within 30 days from the end of the quarter ending on the 30th day of September, 1980, and within 30 days from the end of each quarter thereafter, deliver to the Revenue Commissioners a statement showing the amount arrived at by deducting from the aggregate amount of course bets entered into during that quarter the aggregate amount of course bets in respect of which a repayment or remission has been made during that quarter under section 27 (3) of the Racing Board and Racecourses Act, 1945 .

(4) Seachadfaidh an Bord Rásaíochta nó Bord na gCon, de réir mar a bheidh, do na Coimisinéirí Ioncaim, cibé sonraí a mheasfaidh na Coimisinéirí Ioncaim is gá i ndáil le haon ráiteas a cheanglaítear a sheachadadh leis an alt seo.
(4) There shall be delivered to the Revenue Commissioners by the Racing Board or Bord na gCon, as the case may be, such particulars as the Revenue Commissioners may deem necessary in relation to any statement required to be delivered by this section.

(6) In the case of failure to deliver any statement required by subsection (2) of this section within the time specified in that subsection or of failure to pay the duty chargeable on any such statement on the delivery thereof, the Racing Board or Bord na gCon, as the case may be, shall be liable to pay, in addition to the duty, interest thereon at the rate of 15 per cent. per annum from the expiration of the quarter to which the statement relates until the day on which the duty is paid.

AN ACT TO PROVIDE FOR THE IMPROVEMENT AND DEVELOPMENT OF HORSE BREEDING AND HORSE RACING AND FOR THE BETTER CONTROL OF RACECOURSES, AND FOR THIS AND OTHER PURPOSES TO ESTABLISH A BOARD TO BE CALLED THE RACING BOARD, TO DEFINE ITS POWERS AND DUTIES, TO MAKE PROVISION IN RELATION TO BOOKMAKERS ENGAGED IN COURSE BETTING AND TO IMPOSE LEVIES ON BOOKMAKERS IN RESPECT OF COURSE BETS, TO DISSOLVE THE BOARD OF CONTROL FOR MECHANICAL BETTING IN IRELAND AND TO TRANSFER ITS PROPERTY AND LIABILITIES TO THE RACING BOARD, TO AUTHORISE THE IRISH TURF CLUB AND THE IRISH NATIONAL HUNT STEEPLECHASE COMMITTEE TO EXCLUDE PERSONS FROM RACECOURSES, AND TO PROVIDE FOR CERTAIN OTHER MATTERS CONNECTED WITH THE MATTERS AFORESAID.
