For buildings built before 31 December 2020, the building has at least an Energy Performance Certificate (EPC) class C. As an alternative, the building is within the top 30 % of the national or regional building stock expressed as operational Primary Energy Demand (PED) and demonstrated by adequate evidence, which at least compares the performance of the relevant asset to the performance of the national or regional stock built before 31 December 2020 and at least distinguishes between residential and non-residential buildings.

Directive 2010/31/EU of the European Parliament and of the Council and Directive 2012/27/EU of the European Parliament and of the Council promote policies that aim to achieve a highly energy efficient and decarbonised building stock by 2050.

Examples of such sources include the EU Building Stock Observatory, the European Construction Sector Observatory, Eurostat, national data (for example on housing and construction output), information contained in Energy Performance Certificates (e.g. construction characteristics, dates of construction/renovation, building floor area/dimensions), and research work including new surveys where necessary.
