Sa Teachtaireacht uaidh an 10 Meitheamh 2009 dar teideal “An area of freedom, security and justice serving the citizens” (Limistéar saoirse, slándála agus ceartais a fhónann don saoránach), mhol an Coimisiún córas leictreonach a chur ar bun chun aon dul isteach ar chríoch na mBallstát agus aon imeacht aisti ag teorainneacha seachtracha a thaifeadadh lena áirithiú go ndéantar rochtain ar an gcríoch sin a bhainistiú ar bhealach níos éifeachtaí.
In its Communication of 10 June 2009 entitled ‘An area of freedom, security and justice serving the citizens’, the Commission advocated for the establishment of an electronic system for recording entry to and exit from the territory of the Member States at external borders to ensure a more effective management of access to that territory.
