Ba cheart do na hoibleagáidí faoin gCoinbhinsiún maidir le measúnú ar an tionchar ar an gcomhshaol i gcomhthéacs trasteorann, a síníodh in Espoo an 25 Feabhra 1991, leanúint de bheith infheidhme maidir leis na Ballstáit inar dócha go mbeidh tionchar suntasach trasteorann ag an tionscadal i dtríú tír.
The obligations under the Convention on environmental impact assessment in a transboundary context, signed in Espoo on 25 February 1991, should remain applicable to Member States where the project is likely to cause a significant transboundary impact in a third country.

In particular, projects located in renewables acceleration areas should benefit from accelerated administrative permit-granting procedures, including a tacit approval in the case of a lack of reply by the competent authority on an intermediary administrative step by the established deadline, unless the specific project is subject to an environmental impact assessment or where the principle of administrative tacit approval does not exist in the national law of the Member State concerned.

It should therefore be possible for those installations to benefit from shorter permit-granting procedures and be exempt from the obligation to carry out an environmental impact assessment pursuant to Directive 2011/92/EU, while allowing Member States to take into account specific circumstances relating to the protection of cultural or historical heritage, national defence interests, or safety reasons.
