Pursuant to Article 60(b) of the WHO Constitution, the World Health Assembly may adopt decisions by a majority of the members of the WHO present and voting.
An 1 Nollaig 2021, trí bhíthin chinneadh SSA2(5) uaidh, sa seisiún speisialta de CDS, cinneadh comhlacht caibidlíochta idir-rialtasach a bhunú a bheadh oscailte do gach Ballstát EDS, Comhalta Comhlach agus eagraíochtaí réigiúnach um chomhtháthú eacnamaíochta, chun coinbhinsiún, comhaontú nó ionstraim idirnáisiúnta eile EDS a dhréachtú nó a chaibidil maidir le cosc, ullmhacht agus freagairt i ndáil le paindéimí, d’fhonn go nglacfaí é faoi Airteagal 19, nó faoi fhorálacha eile de Bhunreacht EDS faoi mar a mheasfadh an comhlacht caibidlíochta idir-rialtasach a bheith iomchuí.
On 1 December 2021, by means of its decision SSA2(5), the second special session of the WHA decided to establish an intergovernmental negotiating body, open to all WHO Member States, Associate Members and regional economic integration organisations, to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response, with a view to adoption under Article 19, or under other provisions of the WHO Constitution as may be deemed appropriate by the intergovernmental negotiating body.
