Sainmhínítear ‘dramhaíl tí’ in PCA mar dhramhaíl ó theaghlaigh phríobháideacha, lena n-áirítear ábhair níos mó amhail fardal .
The PCA defines ‘household waste’ as waste from private households, including larger objects such as inventory.

Ar bhonn mholtaí ó EGTOP maidir le leasacháin, oiriúntóirí ithreach agus cothaithigh3, ba cheart ‘Bithdhramhaíl mhúirínithe nó choipthe’ a chur in ionad na hiontrála ‘Meascán múirínithe nó coipthe de dhramhaíl tí’ ionas bhféadfar foinsí eile bithdhramhaíola seachas dramhaíl tí a úsáid le haghaidh an mhuirínithe nó an choipthe i dtáirgeadh orgánach.
Based on recommendations from EGTOP regarding fertilisers, soil conditioners and nutrients3, the entry ‘Composted or fermented mixture of household waste’ should be replaced by ‘Composted or fermented bio-waste’ to allow for other sources of bio-waste than household waste to be used for composting or fermenting in organic production.
Mar shampla, níl aon luach don teaghlach ag dramhaíl teaghlaigh a bhailítear i gcomhair athchúrsála, ach d’fhéadfadh luach a bheith aige don athchúrsálaí.
For example, household waste collected for recycling has no value to the household but may have some value to the recycler.

Orgánaigh bheo nó mharbha as cion orgánach na dramhaíola tí bardasaí measctha, is orgánaigh iad sin a eisiatar ó na hábhair ionchuir faoi CMCanna 3 agus 5.
CMCs 3 and 5 also exclude from their input materials living or dead organisms from the organic fraction of mixed municipal household waste.
Os a choinne sin, orgánaigh bheo nó mharbha as na hábhair ón dramhaíl bhardasach mheasctha, agus ní hamháin ó dhramhaíl tí, is orgánaigh iad sin a eisiatar ó na hábhair ionchuir faoi CMCanna 12, 13 agus 14.
On the contrary, CMCs 12, 13 and 14 exclude from their input materials living or dead organisms out of the materials from mixed municipal waste, and not only household waste.
Dramhaíl arna táirgeadh ag teaghlaigh, ag ospidéil agus ag an earnáil threasach (go ginearálta, an dramhaíl ar fad atá cosúil le dramhaíl tí), a dhóitear go díreach i suiteálacha sonracha chun críocha fuinnimh fhóintigh.
Wastes produced by households, hospitals and the tertiary sector (in general all waste that resembles household waste), combusted directly at specific installations for meaningful energy purposes.
Thairis sin, tá dúshlán ar leith ag baint le ríomhtháirgí beaga tomhaltais a bhailiú agus a athchúrsáil mar go ndiúscraítear iad ar bhealach míchuí trí dhramhaíl tí chathrach, go n-onnmhairítear go neamhdhleathach iad, nó go gcóireáiltear iad ar bhealach míchuí eile.
The collection and recycling of small consumer electronics is furthermore particularly challenging because they are improperly disposed of via municipal household waste, illegally exported, or otherwise improperly treated.
Le héifeacht ón 1 Iúil 2004, tháinig athrú ó dhramhaíl a shainmhíniú de réir cineáil go sainmhíniú bunaithe ar a tionscnamh, is é sin ‘dramhaíl tí’ agus ‘dramhaíl tráchtála’.
With effect from 1 July 2004, there was a change from defining waste by type to one based on origin, namely ‘household waste’ and ‘commercial waste’.
Ina theannta sin ceanglaítear orthu láithreacha stórála dramhaíola nó saoráidí cóireála agus diúscartha dramhaíola le haghaidh dhramhaíl tí a bheith acu agus tá dualgas orthu an dramhaíl sin a fháil.
They are further required to have waste storage sites or waste treatment and disposal facilities for household waste and have a duty to receive such waste.
Déanfar an táille sin a ríomh ar bhonn ‘phrionsabal an chostais iomláin’, i.e. táille lena gcumhdaítear an costas iomlán a bhaineann le dramhaíl tí a bhainistiú gan brabús a dhéanamh do na bardais.
This fee shall be calculated based on a ‘full-cost principle’, i.e. covering the total cost of managing household waste without generating profit for the municipalities.
Mar sin dhéileáil an t-eintiteas nua le dramhaíl tí agus oibríochtaí margaidh a bhaineann le dramhaíl tráchtála, chomh maith le próiseáil dramhaíola agus an socrú maidir le cóireáil deiridh dramhaíola.
The new entity thus handled both household waste and market operations relating to commercial waste, as well as waste processing and the arrangement for final waste treatment.
Is é an phríomhfheidhm a bhí leis dramhaíl tí a bhainistiú dá úinéirí bardais de réir oibleagáidí na mbardas faoi PCA.
Its main function was to manage household waste for its owner municipalities in accordance with the municipalities’ obligations under the PCA.
Mar a thuairiscítear i Roinn 2.2.1, go stairiúil, d’áirithigh an Bardas láimhseáil ‘dramhaíola tí’ trí fhiontair bhardasacha.
As described in Section 2.2.1, the Municipality historically ensured the handling of ‘household waste’ via municipal enterprises.
Spreagadh an moladh sin mar gheall ar an ngá le deighilt shoiléir a bhunú idir gníomhaíochtaí bainistithe dramhaíola an Bhardais atá dírithe ar an margadh agus a shainchúram monaplachta maidir le dramhaíl tí.
This recommendation was motivated by the necessity of establishing a clear separation between the Municipality’s market-oriented waste management activities and its monopoly remit in relation to household waste.
Rud atá tábhachtach, d’oibreodh Remiks Husholdning mar ‘eintiteas reachtúil’ tiomnaithe do shainchúram na monaplachta dlíthiúla laistigh den dramhaíl tí .
Importantly, Remiks Husholdning would operate as a ‘statutory entity’ dedicated to the legal monopoly remit within household waste.
Mar a thuairiscítear i Roinn 3.2, ag tosú in 2010, sannadh an fhreagracht do Remiks Husholdning, ‘eintiteas reachtúil’ laistigh de Remiks Group, dramhaíl tí a bhainistiú thar ceann a úinéirí bardais.
As described in Section 3.2, starting in 2010, Remiks Husholdning, a ‘statutory entity’ within the Remiks Group, was assigned the responsibility of managing household waste on behalf its owner municipalities.
Léiríonn Tábla 1 thíos an fhorbairt ar mhéideanna dramhaíola tí (tonaí) a sheachaid Remiks Husholdning chuig Remiks Produksjon’ gach bliain le linn na tréimhse ó 2010 go 2019.
Table 1 below displays the development in the household waste volumes (tonnes) delivered by Remiks Husholdning to Remiks Produksjon’s in each year during the period from 2010 to 2019.
Ina fhianaise sin, i mí na Samhna 2021, d’fhoilsigh Éire plean gníomhaíochta aeráide, lenan‑áirítear spriocanna sonracha, e.g. laghduithe ar dhramhaíl tí, úsáid líonta talún, plaistigh agus cur amú bia, agus socraíonn sí spriocanna athchúrsála do dhramhaíl chathrach, phlaisteach agus phacáistíocht.
In light of this, in November 2021, Ireland published a climate action plan, which includes specific targets, e.g. reductions in household waste, landfill use, plastics and food waste, and sets recycling targets for municipal, plastic and packaging waste.
Ba é an toradh a bhí air sin gur laghdaíodh na cainníochtaí dramhaíola a diúscraíodh, ó 223000 tonna in 2009 go thart ar 11000 tona in 2010, go háirithe de thoradh an toirmisc ar dhramhaíl théagartha bhrúite tí agus dramhaíl orgánach bhith-dhíghrádaithe a dhiúscairt i líonadh talún ón 1 Eanáir 2010 ar aghaidh.
This has resulted in a reduction in the quantities of waste disposed of, from 223000 tonnes in 2009 to around 11000 tonnes in 2010, in particular as a result of the ban on depositing crushed bulky household waste and biodegradable organic waste in landfill as from 1 January 2010.
Ag tosú ó 2002, roinneadh punann na ‘gcustaiméirí’ reatha atá ag an mBardas idir dhá eintiteas; lean na custaiméirí sin a thiocfadh faoi chuimsiú na catagóire nua, ‘dramhaíl tí’, le Renovasjonsetaten, agus aistríodh na custaiméirí sin a áireofaí sa chatagóir ‘dramhaíl tráchtála’ chuig fiontar bardasach nua, MiljøXpert Tromsø KF.
Starting from 2002, the Municipality’s portfolio of existing ‘customers’ was divided between two entities; those that would fall within the new ‘household waste’ category remained with Renovasjonsetaten, while those that would be included in the ‘commercial waste’ category were transferred to a new municipal enterprise, MiljøXpert Tromsø KF.
Ós rud é go raibh an chuid is mó de na bardais suite i gcodanna cónaithe (naíonraí, scoileanna etc.), ní b’éifeachtaí a bhí sé bailiú na dramhaíola tí agus na dramhaíola tráchtála bardasaí a chur le chéile, in áit dramhaíl bhardasach agus dramhaíl tráchtála phríobháideach a chur le chéile.
Since most municipal units were located in residential parts (kindergartens, schools etc.), it was more efficient to combine the collection of household waste and municipal commercial waste, than combining municipal and private commercial waste.
Le linn phróiseas an bhainistithe dramhaíola tí, d’iomprófaí an dramhaíl a bhaileodh Remiks Husholdning chuig an suíomh Miljøpark ag a sórtálfaí í agus chuirfí ar aghaidh ansin í chuig Remiks Produksjon le haghaidh tuilleadh próiseála agus cóireála.
During the household waste management process, the waste collected by Remiks Husholdning would be transported to the Miljøpark site where it would be sorted and then passed-on to Remiks Produksjon for further processing and treatment.
Mar a léirítear thuas, chuir an gearánach méadú 50 % in iúl ar an luach saothair a d’íoc Remiks Husholdning le Remiks Produksjon idir 2012 agus 2015, a fuair siad amach nach bhféadfaí é a mhíniú go hiomlán leis an méadú 15 % ar mhéideanna dramhaíola tí agus an boilsciú.
As indicated above, the complainant further pointed to a 50% increase in the remuneration paid by Remiks Husholdning to Remiks Produksjon between 2012 and 2015, which they found could not be fully explained by the 15% increase in household waste volumes and inflation.
Cé gur tógadh an tsaoráid phróiseála go príomha le haghaidh chúram an bhainistithe dramhaíola tí, chuirfeadh láimhseáil dramhaíola tráchtála laistigh de na saoráidí céanna go mór le hioncam agus le laghdú ar an gcostas próiseála in aghaidh an tona.
Although the processing facility had primarily been built for the household waste management task, handling commercial waste within the same facilities would contribute significantly to revenues and to reducing the per-tonne processing cost.
Ar deireadh, d’fhill an páipéar ar an gceist ar cheart an ceanglas maidir le toradh atá beartaithe a chur i bhfeidhm maidir leis an infheistíocht iomlán, nó ar cheart é a theorannú do 40 % den mhéid sin, i bhfianaise gur bhain 60 % de láimhdeachas an ghrúpa le gníomhaíocht dramhaíola tí, rud nár chuir toradh margadhbhunaithe ná íocaíochtaí díbhinne san áireamh.
Finally, the paper reverted to the question of whether the proposed return requirement should be applied to the full investment, or whether it should be limited to 40% of that amount, considering 60% of the group’s turnover related to the household waste activity, which did not allow for a market-based return or dividend payments.
Cé go mbreithneofaí gur oibreoir margaidh é an Bardas sa chomhthéacs sin, bhreithnigh siad go raibh sé ábhartha féachaint ar na hidirbhearta i bhfianaise an ghá atá ann leanúint de láimhseáil dramhaíola tí, ar fhreagracht phoiblí é.
Even though the Municipality would be considered a market operator in this context, they considered it relevant to view the transactions in light of the need to continue the handling of household waste, which was a public responsibility.
Ar an gcéad dul síos, tá sé tábhachtach a chuimhneamh go mínítear an méadú ar luach saothair le linn 2012-2015, go páirteach ar a laghad, leis an méadú 15 % ar mhéideanna dramhaíola tí le linn na tréimhse céanna, féach mír (86).
First, it is important to consider that the increase in remuneration during 2012 – 2015 is explained, at least in part, by the 15% increase in household waste volumes over the same period, see paragraph (86).
Léiríonn na sonraí méadú suntasach ar mhéideanna dramhaíola tí i gcaitheamh na tréimhse sin, go háirithe ag 45 % i rith na tréimhse ar fad ó 2010 go 2019, agus fás thart ar 15 % idir 2012 agus 2015.
The data reveals a notable increase in household waste volumes processed over this period, particularly by 45% throughout the entire period from 2010 to 2019, with approximately 15% growth between 2012 and 2015.
