—(1) The Board may, with the consent of the Governing Bodies, and after giving notice to the executive of any existing authorised racecourse which in the opinion of the Board may be affected, establish, equip and maintain racecourses, and for this purpose may acquire by agreement or lease any land (including any racecourse).
