- Nóta Such transfers are to be carried out on the basis of a request from the UN High Commissioner for Refugees and in agreement with the third country. The underlying objectives are protecting against refoulement whilst admitting and granting the right to stay and any other rights similar to those granted to a beneficiary of international protection.
