- Definition Capability being established (May 2012) to support the Presidency and the Council in their decision-making process in order to ensure an effective response to crisis situations
- Comment ISAAC will be jointly supported by the GSC, the Commission and the EEAS within their respective roles and responsibilities. It will be also fed by relevant information and analysis provided by the Member States (e.g. from relevant national crisis centres) and by EU Agencies. ISAA support capability will:1. collect and share information regarding the current situation, analysis conducted by the EU and the Member States, decisions and measures taken or to be taken by stakeholders, the need for political coordination at EU level expressed by stakeholders;2. process the abovementioned information and produce an integrated overview of the situation;3. produce integrated analysis, including on the possible evolution and consequences of the situation;4. support the development of possible proposals for action, in the Presidency roundtable and/or in the relevant Council Working Group/COREPER;5. provide input to Member States.

- Comment Il s'agit non pas d'une structure mais d'un dispositif de coopération renforcée au niveau de l'UE visant à appréhender une situation de crise de manière intégrée (connaissance et analyse intégrées de la situation (ISAA)), c'est-à-dire sous ses différents aspects sectoriels, et à y apporter une réponse coordonnée.
