- Nóta The Counter-Terrorism Agenda is built on four pillars: - identifying vulnerabilities and building capacity to anticipate threats through use of strategic intelligence, targeted risk assessments, reinforced early detection capacity and new technologies; - preventing attacks by combating radicalisation: this includes the adoption of rules on the removal of terrorist content online, the promotion of inclusion and the provision of opportunities for young people at risk, stronger measures to rehabilitate and reintegrate radicalise prison inmates and the sharing of knowledge and expertise through an EU Knowledge Hub; - promoting security by design and reducing vulnerabilities to protect cities and people, including by improving the security of external borders; - stepping up operational support, prosecution and victims’ rights to better respond to attacks by strengthening the role of Europol, enhancing cooperation in law enforcement, increasing the exchange of information, supporting investigations and prosecution and giving more support to victims of terrorism.
