There shall be a General Secretary who shall be a member of the Association or a member of the Garda Síochána other than a member of the Association, provided that, in any case where the person proposed to be appointed to the position of General Secretary is a member of the Garda Síochána other than a member of the Association, his appointment shall be subject to the approval of the Minister, who may attach such conditions to such approval as he thinks fit in relation to the release of the member from Garda duties.
