    Context "The starting point has to be to note that two separate bases exist for formal international protection in the Irish statutory context. As a matter of Irish law, and as a result of the implementation of Ireland's international obligations, a person is entitled to seek refugee status under the provisions of the Refugee Act, 1996 as amended (""the 1996 Act""). Separately a person is entitled to apply for subsidiary protection under the provisions of the European Communities (Eligibility for Protection) Regulations 2006 (S.I. 518/2006) (""the Regulations"") which implement, in this jurisdiction, Council Directive 2004/83 EC (of the 29th April, 2004 on Minimum Standards for the Qualification and Status of Third Country Nationals or Stateless Persons as Refugees or as Persons who otherwise need International Protection) (""the Directive"").
