    Nóta "Le conseil de l'organisation provinciale autonome se compose d'un président et de seize autres membres, y compris le vice-président. Tous sont élus pour un mandat de cinq ans. Toutefois, seul le président est élu au suffrage universel direct par les électeurs de la circonscription concernée. Les autres membres sont élus au suffrage indirect: dix d'entre eux sont issus des conseils municipaux et six des conseils communaux de la province. Ils sont élus par et parmi les membres des assemblées générales où sont représentées respectivement toutes les municipalités et communes de la province, par l'intermédiaire de leurs représentants élus et sur la base d'une clé de répartition. Le vice-président du conseil est élu par le conseil lui-même parmi ses membres."
